Bethan Jenkins: Welcome to the Culture, Welsh Language and Communications Committee this morning, everyone. If there is a fire alarm, everyone should leave the room through the exits and follow the instructions of the ushers. We don’t expect a drill today. Everyone should try to put their phones on mute, please.

 

[2]          The Assembly does operate bilingually. Headphones are available to hear simultaneous translation and to adjust the audio, and it is available on channel 1 for simultaneous translation and sound amplification is on channel 0.

[4]          Bethan Jenkins: O ran eitem 2, papurau i’w nodi, mae’r papurau i gael eu nodi fel a ganlyn—Bil Cymru: gohebiaeth rhwng Comisiynydd y Gymraeg ac Is-ysgrifennydd Gwladol Seneddol Cymru. Rwyf jest yn gofyn i chi nawr i nodi’r papurau hynny ac wedyn byddwn yn trafod, yn rhan breifat y cyfarfod, o dan eitem 4 yr agenda, Fil Cymru yn benodol.

 

Bethan Jenkins: In terms of item 2, papers to note, the papers to note are as follows—the Wales Bill: correspondence between the Welsh Language Commissioner and the Parliamentary Under-Secretary of State for Wales. I just ask you now to note those papers and then we’ll be discussing, in the private part of the session, under item 4 of the agenda, the Wales Bill specifically.

 

[5]          Cyn i ni fynd i’r cyfarfod preifat, rwyf i jest eisie adio rhywbeth ychwanegol i’r agenda, gan nad oedd amser oherwydd sut roedd y datganiad wedi cael ei wneud. Roedd y BBC wythnos diwethaf wedi gwneud datganiad ynglŷn â’r siartr a’r adolygiad ynglŷn â’r hyn oedd yn mynd i ddigwydd iddyn nhw. Mae’n edrych fel bod licence fee fflat ar gyfer y BBC yng Nghymru, ac rwy’n gwybod yn barod fod yna rai aelodau o’r pwyllgor yma wedi cael barn ar hynny yn y wasg. Ond roeddwn i eisiau gofyn i chi, fel pwyllgor, a oeddech chi eisiau ysgrifennu llythyr at y BBC, naill ai yn ganolog neu yng Nghymru, i ddatgan ein bod ni’n dangos consérn am hyn, ei fod yn mynd i olygu 2 y cant o savings yn y tymor byr ac wedyn £9 miliwn mewn termau real erbyn 2020—2022, sori. So, roeddwn i jest eisie gwybod a oedd pobl eisie i ni ysgrifennu, oherwydd rydym ni’n gweld Tony Hall ar 2 Tachwedd. Felly, mae yna gyfnod cyn hynny ac nid ydym ni wedi cael cadarnhad gan BBC Cymru eu bod nhw’n mynd i ddod mewn eto. Rydym ni wedi gofyn iddyn nhw, ar y cyd ag ITV ac S4C, a fydden nhw’n dod mewn, ac nid ydym ni wedi cael datganiad eu bod nhw yn mynd i eto. So, a ydym ni eisiau ysgrifennu atyn nhw? Gallwn ni ei drafod e’n breifat ond roeddwn i jest eisie’i godi e’n gyhoeddus er mwyn bod pobl yn gweld ein bod ni’n gallu ymateb yn amserol i bethau sydd yn digwydd yn y Cynulliad. A oes gan unrhyw un farn benodol?

 

Before we move on to the private session, I just want to add something to the agenda, because there was no time because of how the statement was made. The BBC last week did make a statement about the charter review and what was going to happen to them. It looks like there will be a flat licence fee for the BBC in Wales, and I know that, already, some members of the committee have expressed opinions about that in the press. I wanted to ask you, as a committee, whether you want to write a letter to the BBC, either centrally or in Wales, to state that we are concerned about this and that it’s going to mean savings of 2 per cent in the short term and £9 million in real terms by 2020—2022, sorry. So, I just wanted to know whether people want us to write, because we are seeing Tony Hall on 2 November, so there is a period of time before that and we haven’t had confirmation from BBC Wales that they’re going to come in yet. We’ve asked them, jointly with ITV and S4C, if they’d come in, but we haven’t had a statement of intent that they’re going to yet. So, do we want to write to them? We could discuss this in the private session, but I just wanted to raise it publicly so that people can see that we can respond in a timely fashion to what’s happening in the Assembly. Does anyone have a specific opinion on this?

[6]          Lee Waters: Have we invited Tony Hall to come and give evidence to us?

 

[7]          Bethan Jenkins: Yes, we invited Tony Hall. Sorry, I did say, perhaps it wasn’t translated, 2 November. So, I just thought, because there’s some delay before we see him, would we want to write as a committee to declare that we would be concerned about what we’ve seen in relation to BBC Wales, or do we want to wait? It’s not something we have to do, but I just thought that committee might want to do, considering that we’ve seen that it would be £9 million of savings to 2022 and that it would be something that we would be concerned about in relation to the effect that that would have on BBC Wales and its productions.

 

[8]          Lee Waters: I think that the concerning thing is that—. The flat licence fee was anticipated. What’s also anticipated is some extra funding that Tony Hall has talked about at length, but hasn’t yet delivered. So, I think that’s the bit we’re waiting for—the clarity on that. So, I think it’s really important that Tony Hall comes before us on the date that you’ve invited him. Maybe we should send a note that simply says we are concerned at the announcement, we are keen to get details as soon as possible and we wish to discuss those with him further when he comes before us.

 

[9]          Bethan Jenkins: That’s really what I was hoping to do, really, in terms of us as a committee then stating that concern and raising that further. So, we’ll talk about the extra money as well, saying, ‘You have promised it; we haven’t seen it yet’, in conjunction with the flat licence fee. Yes?

 

[10]      Lee Waters: That would be my suggestion.

 

[11]      Bethan Jenkins: Okay. Any other comments?
